The Committee for the Liberation of the Peoples of Russia (Комитет освобождения народов России) is the official name, used to refer to the military junta stationed in Samara, as well as the ruling party of the same name. Their goal, as described in the Smolensk Manifesto, is to eliminate Bolshevism and forge a new anti-Bolshevik Russia. While the goals of how a post-communist system of governance should be set up are different, leading to a split of factions, they all agree in their zeal that Bolshevism must be eradicated and to put Russia first and foremost.

The History:[]

Formation in World War II[]

During World War II, at the height of conflict between Nikolai Bukharin's Soviet Union and Adolf Hitler's Greater Germanic Reich, many Russians were held captive as prisoners of war, and many lost faith in the communist ideology in the process. Seeing it as a waste of potential in prisons, German military high command decided to create a special anti-communist battalions made out of Russians who were captured during the war, as well as volunteers who happened to be fascists as well. And so, the Wehrmacht had created the Committee for the Liberation of the Peoples of Russia, whose goal is to get rid of Russia from Bolshevism, which in reality was nothing more than a false promise for Russians, as the KONR was directly tied to the Wehrmacht military administration. Soon, the war came to an end, and thus, KONR's function was reduced to simply hunting down rebelling partisans in the region, thus becoming one of the most hated factions in entire Russia. So far, the Committee was united, but not for long.

Split before the West Russian War[]

The Committee had before the West Russian War operated two major militaries; the Russian Liberation Army (Русская Освободительная Армия/РОА), led by Andrey Vlasov and the Russian National Liberation Army (Русская Освободительная Народная Армия/РОНА), led by Bronislav Kaminski. One would think that they were allies, but on the contrary, despite both of them being collaborators, they always had certain differences that were reasons for the rivalry, for instance, Kaminski adhering to a Russian version of National Socialism, while Vlasov merely collaborated with the Third Reich most likely (but under almost no evidence) to restore original Russian democracy that was extinguished by the Bolsheviks. This split would finally appear during the West Russian War.

West Russian War[]

When the West Russian War begun, it was quite evident that the Reich would lose unless drastic measures were to be taken into consideration. As such, the Wehrmacht has called up the Russian Monarchist brigade, as well as the ROA branch of KONR to help them out with the West Russian Revolutionary Front threat. It was at these darkest moments, when the WRRF finally decided to retreat after massive territorial loses, that Andrey Vlasov founded his own unit stranded in Samara, and seeing at as an opportunity to break free from German control, the Committee had finally been split into two sides, thus prompting the German high command to issue a bombing campaign across Russia, including the monarchists in Vyatka and ex-collaborators in Samara.

Present day[]

Now all alone, KONR with its military branch ROA, has one task only; to finish what the Germans could not do, and free Russia from Bolshevism. Whatever or not they will succeed due to the lacking popular support remains to be largely seen.

In-game:[]

The committee at the beginning is merely a governing body of military junta of the same name, however, it can reunify Russia in its own image, and as such, their fate varies on what decisions player and the world itself makes.

A fate includes them getting beaten by the warlords at their starting, the regional, or super-regional stages, with the Committee getting dismantled and all of its members arrested for being traitors during the West Russian War and Second World War. Another fate includes them conquering all of Russia under either Sergei Bunyachenko or Mikhail Oktan, with the Committee in that case now acts as a governing body of an authoritarian republic (under Bunyachenko) or a fascist state (under Oktan). Lastly, a fate involves the Committee being reformed into the Unity Party under Miletiy Zykov. Regardless of the choice the player takes with KONR, the future Russian state under it will inevitably go to war with Germany.
