The Consortium is ruled by a collection of corporations that enslave countless Russians. They are a cowardly state, cutting ties with the HRE at the first sign of trouble, despite it being Taboritsky who is responsible for the creation of the state, as it would give Alexei a financial boost once he eventually came back to Russia. They also backed away from the HRE, because they believed it was better and overall more efficient to just work the slaves to death rather than shoot them on the spot. The Consortium is both unwilling and unable to dismantle or reform the ridiculously inefficient and wasteful slavery-based nature of the post-HRE economy, thus dooming any long-term sustainability for their enterprise.
