Magnitogorsk, officially the People's Republic of Magnitogorsk, is a warlord state located in the Ural region of Russia. It borders the Ural League and Aryan Brotherhood to the west, Zlatoust and Sverdlovsk to the north, the Dirlewanger Brigade to the south; and Tyumen and Kostanay to the east.

Magnitogorsk is run by the scientist Trofim Lysenko. Lysenko uses the local mountain for his experiments and the underground mines for extracting iron. When Lysenko with the 22nd Motor Rifle Division of the NKVD arrived, they used some of the underground areas for human experiments, they got their test subjects by using the NKVD to kidnap the local population. The mountain was later called by the locals, the "Black Mountain", which was a name that was quickly used by the surrounding countries.

Lysenko's NKVD, while working for him, is not entirely loyal to him and if the player does not react to the disloyalty, then the player has two options, accept the NKVD concessions which would make it harder to do stuff in the long term, or let them take over in a coup, which unlocks a new focus tree with the NKVD in power. Magnitogorsk can make a short alliance with Dirlewanger against the Ural League and Orenburg, which falls apart quickly after their common enemies are dealt with. By virtue of being home to the remnants of a Soviet NKVD division, Magnitogorsk has one of the most professional armies in Southern Russia at their disposal, but they are lacking in numbers, mostly because their potential manpower is utilized for other purposes.
