Pavlodar, officially the Republic of Pavlodar, was a state in northern Kazakhstan. It bordered Kokshetau to the west, Novosibirsk to the north, Omsk to the north-west, Oyrotia to the north-east, Kyzylorda to the south, and the Xinjiang Clique to the south-east.

In the v.1.5.0 "The Ruin" update, Pavlodar was removed and it's territory made part of the Kazakh SSR.

History

The democratic state in Pavlodar was founded by a group of liberal-minded and progressive intellectuals led by Sabit Mukanov: a famous Kazakh writer and cultural figure. While their military was lacking in numbers and professionalism compared to other factions, the democratic Kazakh forces fervently fight for their beliefs and Pavlodar actively uses diplomatic methods to achieve their gains. In addition, Pavlodar has large groups of sympathizers in other Kazakh states (specifically in Kyzylorda), who can be called to turn the tide of conflict when they are needed.

Pavlodar was a democratic republic (and one of two in Central Asia, along with Karakalpakstan) with Kazakh nationalist elements. While the dream of Mukanov for building the free and liberal Kazakh nation kept the country together, there was a strong opposition to excessive liberalization of the young Kazakh republic, surrounded by numerous enemies.
