Rurik II (Рюрик II), also known by his real name Nikolay Ivanovich Krylov (Николай Иванович Крылов), is a warlord and the ruler of Kemerovo. He claims to be a reincarnation of Rurik, the founder of the Rurik dynasty, also known as the Rurikids, the individual being a Varangian chieftain of the Rus'.
During World War II, Krylov was a major general in the Red Army. After his own army had been completely annihilated and he himself was wounded, Krylov and his officers escaped east and joined the Central Siberian Republic where he drowned his pains with vodka and cigarettes. Things only went from bad to worse for him, as his campaign against the Siberian Black Army ended in total failure and even his own officers mutinied against him. Following a long isolation and a large amount of alcohol and drugs, Krylov proclaimed that he received an order to reunite Russia, and crowned himself Rurik II: the second coming of the ancient Varangian prince Rurik. No longer following Central Siberian rule, Rurik II gathered the hearts and minds of peasants and mercenaries with promises of conquest and glory, and prepares for a new conquest to reunite Russia.

At some point, he married an unknown woman, the union resulted in two sons and a daughter:
- Prince Yuriy Krylov, the current head of government of Kemerovo
- Princess Lydia Krylova
- Boris Krylov, a general in the Kemerovo army
Yuriy and Lydia have been dubbed "the Two Wolves". While both are an exemplary advisers and administrators, each have their own different ways of governance. Yuri favors a lighter, more populist touch, and urges the Tsar to give his subjects the power to decide their own fates. Lydia, on the other hand, espouses a more militaristic, hierarchical ideal, and she urges the Tsar to improve his relations with the military and to distance himself from his subjects.
