The SS-Oberabschnitt Westfalen is a breakaway state during the SS Civil War, controlled by Fritz Klingenberg. Located in the state of Westfalen, the Oberabschnitt borders SS State of Lotharingia and Militärisches Sondergericht des Reiches to the north, Angriffsgruppe Steiner to the south-east and Liebstandarte Heinrich Himmler to the south-west.

The Wewelsburg Citadel Project
This project requires constant investment and upkeep, both in money and slaves, to keep it going. Originally a brainchild of The Reichsführer, The Wewelsburg Citadel was a planned expansion of the Wewelsburg Castle to a massive scale; so that it would serve as the. new center for the Aryan Race. Though the projject was never begun before the West Russian War, newly promoted Obergruppenführer Fritz Klingenberg has made accomplishing The Reichsführer's vision his top priority. His hopes are that, on seeing his ability to organize such a massive project and seeing his dream come to vision, that The Reichsführer will grant Klingenberg control over more land across Germania.

A Unit Divided
Klingenberg finds himself trapped within his own fiefdom. His hardline SS partisan hunters have begun to suspect and accuse one another of being the enemy. What these men used to scour forest hideouts and basements searching for partisans, they now scour through the patrol bases and headquarters of their fellow units, suspecting one another of being one of Heydrich's traitors.

Klingenberg's fiefdom is in a tenuous situation. Any moment now Westfalen may erupt into bloodshed, and Klingenberg lacks both the expertise or the resources to put a stop to it. He needs Himmler to come to his aid now, more than ever. Westfalen calls for aid, and Burgundy has yet to answer.

Overview
The situation in SS-Oberabschnitt Westfalen is looking grim. Klingenberg's tenuous fiefdom is risking to erupt into bloodshed. Lacking both the expertise and resources to stop this from happening, he needs Himmler's aid more than ever. Despite leaning towards Burgundy, the Reichsfuhrer-SS has yet to answer Klingenberg's call for aid. On top of that, Westfalen's SS partisan hunters have begun to suspect and accuse one another for being the enemy. Tools and tactics used on basements and forest hideouts are started to be used on patrol bases and headquarters, all for the cause of protecting Westfalen against Heydrich's influence.
The Wewelsburg Citadel Project
Originally a brainchild of the Reichsfuhrer-SS, the Wewelsburg Citadel project is an expansion plan for the Wewelsburg Castle project. While the project never gained any progress or even took off until the start of the West Russian War, the promotion of Klingenberg has made the construction of the Citadel his top priority, hoping that the project will grant Klingenberg more control of territory across Germany when it is finished.
With the project comes a heavy toll: Excessive amounts of money and slaves are required to keep the progress going. With these expenses, Heydrich, who envisions Westfalen as unworthy of help or respect, is interested in it's population and industry, is able to make his next move on the SS-Oberabschnitt Westfalen: Either by supporting the construction of the citadel or by threathening to destroy it.
Answer the Phone
Should Heydrich complete the "Answer the Phone" focus, Heydrich will answer Klingenberg's call for help. As his SS falls to infighting and anti-SS partisans continuously harass him, Klingenberg becomes more receptive and open to Heydrich's plan (on top of the fact that Klingenberg was part of the Deutsch SS). While it might be time consuming process, Heydrich will finish the citadel and potentially gain the valuable information from Himmler which is stored within the castle.
Tear down the Castle
On the contrary, Heydrich can also antagonize Westfalen. By completing the "Tear down the Castle" focus, Heydrich can increase operations within the area by executing commando raids or carry out Luftwaffe bombing missions on the citadel. With the structure collapsing, Heydrich offers Klingenberg for his surrender.
